in terms of developing bullpens the toronto blue jays have the second lowest era in the majors by a bullpen staff and r all young including accardo, janseen, downs, among others. also the padres do have wat i would consider the best bull pen in baseball just all around there solid and the rockies later half of fuentes and affeldt is decent, not best but decent.
Boston has the best.
